The Monongalia County Commission is looking for citizens who are interested in serving on miscellaneous authorities, boards and commissions. All appointees serve on a voluntary basis. The Commission will accept a letter of interest from any citizen who is willing to commit the time to attend meetings and be an active participant. Listed below are the boards to which the Commission makes appointments:
Abandoned and Dilapidated Property Enforcement Agency — Created on September 4, 1997 by the adoption of an ordinance authorized by WV Code 7-1-3ff. Membership includes a county engineer or qualified employee; county health officer or designee; fire chief of county fire department; two members at large appointed by the County Commission who are to serve two year terms; Litter Control Officer; and Sheriff serving as ex-officio member. Meetings are held on the first Thursday of each month at 10:00 a.m. in the County Commissioner’s meeting room of the Courthouse.
Board of Health — Created on July 1, 1958 under the authority of WV Code 16-2A-2. Membership is comprised of five members appointed by the County Commission who each serve a five year term. No more than three of the members shall belong to the same political party nor shall more than 2 reside in the same magisterial district. Board generally meets on the last Thursday of the odd numbered months (Jan, March, May, July, Sept, Nov) at 9:00 a.m. at the County Health Department.
Building Commission — Created on September 3, 1974 under the authority of WV Code 8-33-1. Membership shall consist of not less than three nor more than five members. Each board member shall be appointed for terms of five years. The Building Commission generally meets on the second Wednesday of the odd numbered months (Jan, March, May, July, Sept, Nov) at 6:00 p.m. in the County Commissioner’s meeting room in the Courthouse.
Civil Service Commission for Deputy Sheriffs — Created on August 3, 1971 under the authority of WV Code 7-14-3. Each commission shall consist of three commissioners, one of whom shall be appointed by the bar association for an initial six year term; one appointed by the deputy sheriff’s association for an initial term of four years; and one appointed by the County Commission for an initial two year term. After the initial appointments, all members shall serve four year terms. No more than two members may be from the same political party. Meetings are called when the need arises.
Development Authority — Created on March 31, 1975 under the authority of WV Code 7- 12-1. The authority shall consist of no fewer than twelve or more than twenty-one persons who shall be appointed by the County Commission. The County Commission shall appoint one person to represent them and one member to represent each municipality within the county as nominated by the municipality (generally the mayor or a council member). Other members appointed by the commission shall include representatives of business, industry and labor. After the initial members’ term expires, each shall be appointed for terms of three years. The Authority meets on the second Thursday of each month at 7:30 a.m. in the Conference Room of the Monongalia County Health Department.
HIRT (Hazardous Incident Response Team) — The County Commission is authorized and empowered to create a hazardous material accident response program under the authority of WV Code 7-1-3aa. Funds are provided by the Commission to cover some of the operating expenses of the team.
Historic Landmarks Commission — Created on January 22, 1998 under the authority of WV Code 8-26A-4. Membership includes five members appointed by the County Commission. Terms shall be for a three year period.
Local Emergency Planning Commission — Created on August 4, 1987 under the authority of WV Code 15-5A-7. The state emergency response commission shall designate emergency planning districts to prepare and implement emergency plans and shall appoint members of a local emergency planning committee. Membership includes: elected state and local officials; law enforcement, civil defense, fire fighting, first aid, health, local environmental, hospital and transportation personnel; broadcast and print media; community groups and owners and operators of facilities subject to requirements of the Code. Either the president of the County Commission or their designee shall also be appointed to the committee. The duty of the Commission is to prepare and submit an emergency response plan to the state emergency response commission among other duties. This is handled through the Office of Emergency Services. Board meets at 7:30 a.m. on the last Tuesday of each odd month (Jan, March, May, July, Sept, Nov) at the 9-1-1 Center.
MECCA Policy Board — Created on October 27, 1987 under the authority of WV Code 24-6-5. The board shall have at least six members, shall be appointed by the County Commission and shall include one member from fire service providers, law enforcement, emergency medical providers and emergency services providers participating in the system, and one member from the county or municipality. First appointments are to be staggered followed by three year terms thereafter. This is currently a twelve member board. They meet at 9:00 a.m. on the first Tuesday of each odd month (Jan, March, May, July, Sept, Nov) at the 9-1-1 Center.
Planning Commission — Created on March 18, 1999 under the authority of WV Code 8A-2-4. The planning commission shall have not less than five nor more than fifteen members. All members must be residents of the county, qualified in matters pertaining to development, at least three fifths must have been residents of the county for at least three years prior to appointment, and must fairly represent different areas of interest. The planning commission meets on the second Wednesday of each month at 7:00 p.m. in the conference room at the Morgantown Airport.
Public Service Districts — Each district has been created under the authority of WV Code 16-13A-3. Currently all public service district have three member boards who serve six year terms. They include:
Canyon PSD — Created on June 28, 1960
Cheat View PSD — Created on April 13, 1964
Clay Battelle PSD — Created on November 6, 1967
Deckers Creek PSD — Created on December 19, 1967
Pleasant Valley PSD — Created on July 28, 1964
River Road PSD — Created on May 25, 1954
Scotts Run PSD — Created on October 14, 1997
West Run PSD — Created on June 4, 1984
Solid Waste Authority — Created on January 12, 1981 under the authority of WV Code 20-9-3. The board shall be composed of: one appointee of the director of DNR; two appointees of the County Commission; one by the public service commission and one by the board of the soil conservation district. After the initial appointments, each member shall serve a four year term. The board meets on the last Monday of each month at 4:30 p.m. at the Monongalia County Extension Office located in Westover, West Virginia.
Transit Authority — Created on June 13, 1996 under the authority of WV Code 8-27-1. The board may have not less than five nor more than fifteen members. Monongalia County has seven members: three members appointed by the County Commission, three appointed by the City of Morgantown and one jointly agreed upon appointment. The Authority meets quarterly in January, April, July and October. The board meets on the second Wednesday of each month at 6:00 p.m. at the transit station in Westover.
All appointees continue to serve in their positions until reappointed or replaced.
